Liz Mills

Liz Mills is a freelance policy analyst specialising in European policy and funding for local sustainability and 'the territory', especially the urban environment. She worked with the European Commission's Expert Group on the Urban Environment on various assignments between 1993 and 2004 and in 1997-99 led the urban environment team in DG Environment. Her research and consultancy work covers mainly land use planning, policy and good practice for energy and climate change, Structural Funds programming and the development and implementation of EU-funded exchange of experience projects, for example in the URBACT programme. She was UK Contact Point for INTERREG IIIC. Liz is also experienced as an ‘expert evaluator’ for LIFE+, Intelligent Energy Europe, and the research framework programmes. In 2011-12 she was a member of the European Green Capital Award technical panel. A geographer by training, with a Ph.D. from Bristol University, Liz previously worked in academic research and university teaching in public policy specialising in local government.
