A new study by IEEP offers a first appraisal of efforts by EU governments to implement the targets set within the crucial Climate Action and Renewable Energy (CARE) package of policy measures. The report identifies some key challenges that Europe’s nations face, considering that the time for delivering the 2020 targets is limited to only 11 years.
