Aligning the post-2020 Common Agricultural Policy with the European Green Deal

AUTHORS: Anne Maréchal – Kaley Hart – David Baldock – Stephanie Wunder (Ecologic Institute) – Pierre-Marie Aubert (IDDRI)

This paper examines the role that the post-2020 Common Agricultural Policy (CAP) can play in the transformation towards more sustainable and resilient agri-food systems in the EU.

Many events have changed the world and the political landscape since the publication of the CAP legislative proposals in 2018. Despite the urgency and the unprecedented political momentum, it is far from clear whether the 27 Member States will align their CAP strategies to the objectives of the European Green Deal, for the seven-year period to come.

This paper examines the key role that the CAP post-2020 can play in stimulating a transformation towards more sustainable and resilient agri-food systems, in line with the green growth ambition of the European Green Deal. Failure to do so will leave agri-food sectors exposed to future crises, with little means to adapt – and undermine the success of the Green Deal at large.
