Reducing emissions from road transport at the EU level will contribute to global efforts to mitigate greenhouse gases thereby reducing the potential impacts of climate change. This report investigates the prospect of using emissions trading as a mechanism through which to achieve cost effective reductions of greenhouse gases from road transport.
