This paper reviews the development of MPAs in the EU. It considers legislative arrangements (including EU and international legislation), the implementation of MPAs in Europe and stakeholder perspectives on the development of MPAs. Conclusions are drawn regarding the potential barriers to implementation for discussion at the June teleconference.
