Chiara Antonelli is a Thematic Lead at IEEP, where she advances research on the economic and social dimensions of climate policy. Since joining in 2023, she has contributed to European Commission work on environmental fiscal reform, integrating climate action into the EU budget, and developing circular-economy indicators for food and nutrients.
She manages Horizon projects on just climate resilience, fair energy transition, behavioural insights for climate and pollution policies, and city pathways to net zero. Her wider portfolio spans air-quality policy acceptability, fair energy taxation, ETS2 passthrough, and EU–China climate cooperation.

Prior to IEEP, Chiara worked at the Italian Ministry of Economy and Finance on environmental taxation, assessing pricing instruments such as the ETD reform proposal and fossil-fuel-subsidy phaseouts, and supporting G20/G7 presidencies and OECD working groups.

She holds a PhD in Environmental Economics from Tor Vergata University and an MSc in International and Development Economics. Her academic work focused on climate shocks and food security in Sub-Saharan Africa, with publications in peer-reviewed journals. Chiara is a native Italian speaker, fluent in English and Spanish, with a good level of French.
