The EU budget is one option in the EU’s tool box to deliver policy results. There is a growing view among policy stakeholders that the future EU budget should not only dedicte targeted spending to climate change mitigation and adaptation actions but also horizontally integrate climate change measures across all spending areas. This is an interim report seeking to provide a basis for further discussion and reflection on the clarification of what climate proofing might mean in the context of the EU budget in general and Cohesion Policy funds in particular. It examines some emerging tools and strategies for ‘climate proofing’ and some ways in which the concept could be operationalised in future.
