Avenues for Improved Response to Environmental Offences in Kazakhstan


Kazahstan has developed a series of laws and practices to deliver the objectives of environmental protection across a wide range of areas. However, the effectiveness of this legislation can depend upon the scope and effectiveness of administrative and criminal sanctions available, and used, in cases of non-compliance.

This report, produced with the assistance of Andrew Farmer, examines the nature of the sanctions regime in Kazakhstan, compares this to international pratice and makes recommendations for improvement. This work was discussed in meetings with government officials in Astana (Kazakhstan) and at the REPIN Network meeting in Tashkent (Uzbekistan) in 2008.
