While the primary focus is on fuel duty and fiscal incentives, the paper begins with an overview of the atmospheric pollution issues for the rail industry. This is followed by a detailed account of the technical requirements in relation to fuel quality and diesel engine standards, as these are essential background for the discussion of taxes and incentives.
